Job Description

GENERAL DESCRIPTION  

Under the general direction of the Senior Manager of Airfield, Equipment, and Grounds. The Airfield and Grounds Manager performs managerial, leadership, and technical duties, planning and directing the maintenance and repair of the Airfield and Grounds for the Authority. The Airfield and Grounds Manager is primarily responsible for the management of the activities and personnel of the Airfield and Grounds Sections of the department. This role oversees and evaluates work activities for compliance with regulations and safety standards while ensuring the Airport successfully passes the annual FAA FAR Part 139 inspection without significant airfield issues. 

Requires availability for emergency call-in.  

 

COMPENSATION

$80,736.00 - $104,957 annually based on experience

ESSENTIAL FUNCTIONS  

  • Responsible for their subordinate employee’s welfare and care, individual training in the conduct of their duties and mentoring. 
  • Reviews subordinates work performance, conducts open and honest performance check-ins, appraisals, initiates corrective action or discipline as necessary. 
  • Ensures subordinates meet authority standards in personal appearance, maintains and accounts for equipment as instructed. 
  • Manages, prioritizes, participates in, and inspects work activities to ensure compliance with plans, specifications, codes, standards, regulations, operating instructions, and safety standards and to ensure operational efficiency and a safe working environment.  
  • Ensures the Authority completes and passes the annual FAA FAR Part 139 inspection with no major airfield discrepancies.  
  • Drafts technical reports, including but not limited to staffing analysis and equipment life cycles.  
  • Creates requisitions and maintains replacement parts and materials to complete assignments promptly.  
  • Develops contractor specifications and oversees the performance of contractors in assigned areas to ensure construction and maintenance requirements are satisfied and services are completed per specifications.  
  • Prepares technical specifications for equipment acquisition. 
  • Adhere to all safety protocols and regulations while performing tasks to ensure a safe working environment, including proper use of personal protective equipment (PPE) and reporting potential hazards.  
  • Regular and reliable attendance is required as an essential function of the position.

REQUIRED FOR ALL HCAA JOBS  

  • In the event of an emergency or disaster that impacts the Hillsborough County Aviation Authority (HCAA), an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department or the HCAA Emergency Operations Center (EOC). Such assignments may be before, during, or after the emergency/disaster. 
  • Complies with all HCAA Policies, Procedures, and Standards. 

 

QUALIFICATIONS (EDUCATION, EXPERIENCE, LICENSES & CERTIFICATIONS) 

  • Associate’s Degree in Facilities Management, Construction, or a related field. 
  • Five (5) years of progressive experience in construction, maintenance, or a similar field.  
  • Two (2) years of supervisory experience. 
  • Or equivalent combination of education, training, and experience. 
  • Must possess a valid Florida Driver License. 

 

KNOWLEDGE, SKILLS, AND ABILITIES  

  • Knowledge of the principles, practices, methods, tools, materials, and equipment used in the maintenance and repair of buildings and structures. 
  • Knowledge of codes, rules, regulations, and requirements about the area(s) of responsibility. FAA FAR Part 139 Regulations, Airport (AC) Advisory Circular etc.  
  • Knowledge of Landscaping Best Practices and Florida Friendly Landscaping programs.
  • Knowledge of occupational hazards and applicable safety regulations, standards, and equipment.   
  • Ability to use a computer and related software.   
  • Ability to read and interpret construction plans, specifications, blueprints, diagrams, and drawings.   
  • Ability to communicate effectively orally and in writing.   
  • Ability to establish and maintain effective working relationships with others within and outside the Authority.   
  • Ability to handle restricted, sensitive, and confidential information.  
  • Ability to provide outstanding customer service, serve the public, and represent the Authority
  • with courtesy and professionalism.
