Incumbents generally operate a hose at a fire scene but may perform other duties upon order of the incident commander. A major effort is spent in training for hazardous situations. Incumbents are called upon to work in potentially hazardous conditions when at the scene of an emergency. Each incumbent performs ancillary duties involving the administration of the fire department. These collateral duties may be in the areas of fire prevention, public education, inspection, inventory, training, or other aspects of the fire suppression/prevention programs. ESSENTIAL DUTIES AND RESPONSIBILITIES: Response to alarms performs fire control activities and utilizes strategies in the areas of victim rescue, exposure tactics, ventilation, fire containment, and extinguishment. Fights structural, residential, commercial, industrial, chemical, petroleum, vehicle, and wildland fires. Inspects all equipment and pump motors; operates fuel and oil pumps, building heating and cooling systems, cutting, boring and sawing tools, lighting, lifting and air moving equipment, various types of extinguishers, appliances, elevators, fire protection and escape systems, radio equipment and meters. Uses a variety of tools, ropes, knots, ladders, lifelines, belts and couples, reels, unreels, and carries hoses, connects nozzles and valve fittings, extends and reduces hose lines, lays single and multiple hose lines, lays hoses, and operates hose streams above and below street level. Also, raises, climbs, and works from extension ladders make forcible entries, receive and transmit alarms, controls traffic. Provide emergency care and treatment by carrying victims and transport, administer first aid to victims of accidents and fires. Renders emergency medical aid as an E.M.T. within a team consisting of a communicator and an attendant, examining victims, communicating vital medical data to medical personnel, and administering medical treatment in accordance with established guidelines and the specific instruction of hospital medical personnel. Assists the public in a wide variety of emergency calls involving illness and urgent situations. Conducts fire drills and demonstrates fire equipment. Conducts fire prevention inspections of dwellings, public assemblies, and commercial, industrial, and government buildings, identifies common, special, structural, and panic hazards, and interprets fire and building codes. Perform full written alarm reports interprets federal, state, local, and departmental rules and regulations. Assists in the maintenance of fire stations and grounds. Will advise correction of hazards. Assist in the investigation of fire and will respond to the complaints and requests for information from the public. Performs a variety of collateral administrative work involving fire prevention and suppression programs. Engages in public information activities, maintains inventories, recommends the purchase of fire fighting and other equipment, and maintains physical fitness. Operates a Tribal vehicle. Performs related work as required. KNOWLEDGE, SKILLS, CERTIFICATIONS/LICENSE AND ABILITIES: Current fire fighting principles, methods, techniques, and strategies. Knowledge in hazardous materials, fire prevention procedures, and related codes. Knowledge in medical supplies, appropriate safety precautions, and procedures. Knowledge in laws, ordinances, and codes governing Emergency Medical Technicians. Knowledge in operating a vehicle observing legal and defensive driving practices. Skill in methods, materials, tools, and equipment used in fire fighting. Skill in communicating effectively both orally and in writing. Skill in developing and implementing new programs. Skill in reading and interpreting building codes. Skill in directing the performance of fire suppression, rescue, and prevention activities. Establish effective relationships with those contacted in the course of work. MINIMUM QUALIFICATIONS: Experience and Training Guidelines Any combination of training, education and Experience which demonstrates possession of the knowledge and abilities stated above and the ability to perform the duties of the position. A typical qualifying entrance background is journey-level Experience performing firefighting work in a public agency; or Experience at or equivalent to the level of Probationary Firefighter in the Department, from which the incumbent has acquired the knowledge and abilities listed above. EMT-B., C.P.R, (B.L.S. Provider), Approved C.S.F.M. Fire Fighter I certification, successful Completion of the Pala Fire Department Physical Ability Test (PAT), FEMA ICS-100, ICS-200, ICS-700, ICS-800 certification. WITHIN THE FIRST 90 DAYS OF EMPLOYMENT, S-110, S-130, S-190. WITHIN THE FIRST YEAR OF EMPLOYMENT: Driver Operator 1A, D.M.V. Health Questionnaire form DL 546, and initiate the Completion of the Pala Fire Departments apparatus Task book(s). Must retain a current California Drivers license Acknowledge and agree to maintain a Drug-Free workplace as a condition of employment with the Pala Band of Mission Indians. Must pass pre-employment and random drug testing during employment. A background check will also be required. Indian preference will apply. Environmental Conditions: Incumbents may be required to work with harsh or toxic substances, to wear protective apparel, including goggles, face protectors, aprons, shoes, and oxygen breathing apparatus. Incumbents may be required to work at considerable heights, sustain physical exertion, and/or to work in physically uncomfortable positions for prolonged periods. Physical Conditions: Essential and marginal functions require maintaining physical condition necessary for arduous work and frequent bending, turning, reaching, grasping, kneeling, standing, sitting, and walking; and moderate to heavy pushing, pulling, lifting, and carrying.
