This position exists to provides leadership, strategic planning, and direction by overseeing the policy, legislation and stakeholder engagement work of staff members, developing, recommending, and implementing budgetary and legislative proposals, including new and revised statutes, rules, policies, procedures, and budget requests, and the implementation of new policies and procedures as determined by legislative or leadership directive.

Responsibilities include but are not limited to:

  • Development and execution of legislative proposals.

  • Stakeholder engagement and communication plans for the business units.

  • Overseeing the completion of legislatively mandated reports.

  • Implementation of new laws, rules and projects as directed by the legislature and agency leadership.

  • Providing strategic direction and leadership to the regulatory functions of Office of Inspector General (OIG), primarily focused on licensing and program integrity functions.

  • Lead the analysis of legislative proposals and provide leadership to division staff and managers on the impacts of proposed legislation.

Minimum Qualifications

Demonstrated leadership experience

Leadership experience can include:

  • Experience as a supervisor, lead worker, team lead, project lead;

  • Completion of a State of Minnesota leadership program (e.g. ELI, L4);

  • A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:

  • 1+ year of experience identifying issues, goals and strategic actions

  • 100+ hours per year time commitment

AND

Four (4) years of experience leading the development, analysis or implementation of legislative or policy change initiatives.

AND

Experience must demonstrate the following:

  • Knowledge of the State of Minnesota and Department of Human Services (DHS) legislative policy, procedures, statutes, rules and/or requirements governing Office of Inspector's (OIG's) licensing regulatory missions.

  • Able to manage development of policy proposals spanning multiple regulatory and program integrity functions.

  • Conduct policy, procedures, program analyses and evaluation using a variety of quantitative and qualitative methods.

  • Lead the business unit and its operations within limits set by law, budget, and/or unit directives.

  • Design, direct and implement the development of policies and procedures for the collection, analysis, evaluation and/or use of various DHS systems and databases.

  • Write technical documents, i.e., law, policies, and reports.

Preferred Qualifications

  • Knowledge and understanding of the theory and practices of: operational planning; resource allocation; priorities management; budget management; public administration; legislative processes, procedures, and documents.

  • Knowledge of intergovernmental roles, authorities, and relationships with respect to budget development and administration, legislation development, and promulgation of administrative rules.

  • interpreting state and federal laws, rules and regulations and developing and supporting new policy proposals through annual legislative request processes.

  • Able to keep focused on long range issues while meeting short range operational demands.

  • Provide avenues for communication and greater transparency between the Licensing and Program Integrity and Oversight divisions and external stakeholders, including Legislators, advocates, providers, task forces/advisory groups, and other state agencies.

  • Communicate clearly, effectively, and persuasively in writing, at meetings and in public speaking.

  • Variety of experiences working effectively with others from different backgrounds and cultures.
